William (Bill) Fletcher's diverse background spans over 27 years and includes roles in pharmaceutical and biologic packaging/labeling automation and inspection, serialization, barcoding, RFID, distribution systems, electronic pedigree (e-Pedigree/RxASN) and supply chain track and trace to drug discovery and R&D, clinical trials, brand marketing and physician education.

He has managed teams of technology professionals and projects throughout the pharmaceutical lifecycle. Mr. Fletcher has spoken numerous times on issues within the pharmaceutical industry. He is a member of several industry advisory groups and as such has had an impact on guiding the way organizations navigate the issues driving business strategy.

In addition, Mr. Fletcher has experience in regulatory compliance, validation of operating systems (computer and manufacturing) in accordance with Title 21 CFR Part 11, GxP, contracting strategies and systems, business intelligence and knowledge systems (including portals), and integration of software applications into enterprise business systems such as SAP.

Leading change requires an understanding of how to motivate people and the experience to help guide one's decisions. Bill Fletcher's background in developing solutions in highly regulated industries has taught him the value of clearly defined development requirements, well documented methodologies and product roadmaps.

Having established and refined development methodologies for multiple companies, Bill has steadily enhanced the process to leverage proven Agile methodologies with clearly defined requirements in highly regulated industries. This has streamlined project execution and resource utilization while improving overall product quality and customer satisfaction. It has also allowed for steady releases to improve interest in products and the company.

To effectively lead today’s technology teams requires an in-depth knowledge and hands-on experience. Bill's experience with a wide variety of network platforms and software development languages helps him formulate creative solutions.

Platforms include SAP R/3, Microsoft, UNIX and Linux. Databases include Oracle PL/SQL, Microsoft SQL, and MySQL. Bill is proficient in JAVA, Microsoft .NET technology, C#, VB.NET, ASP.NET, and C++. He has also developed multiple Enterprise Java solutions using BEA Weblogic and Websphere J2EE components and has developed solutions using open source tools based on PHP and MySQL.

Many organizations find themselves competing with software development based outside the United States. Bill's background includes experience leading not only domestic talent but also H1B Visa and international outsourcing companies.

As Chief Technology Officer for Internet Application Service Provider (ASP) offering medical error reporting and health information portals, Bill lead the development of highly secure Internet-based HIPAA compliant solutions integrated with most major HL7 Patient information Systems, including Siemens, Meditech, McKesson, Picis, and Misys.

As Chief Technology Officer for an advertising company focused on the pharmaceutical industry, Bill Fletcher established web-based services used to promote new pharmaceutical products and educate physicians.

As Director of Product Development, Bill lead teams of software and hardware developers to build advanced machine vision, supervisory control and data acquisition (SCADA) and radio frequency identification (RFID) solutions for the pharmaceutical industry, including leading the team responsible for the first CFR Title 21 Part 11 compliant serialized product tracking pharmaceutical anti-counterfeiting solution.

In the mid 1990's, as Executive Director, Bill Fletcher lead the creation of an online web-based / Internet Application Service Provider (ASP) business unit for a software development organization. The company specialized in customer relationship management (CRM), enterprise resource planning (ERP), supply chain logistics, field force management, parts logistics, call centers and sales management. These web-based services were offered via a secure Internet connection to businesses and mobile wireless workers at a time when the world wide web was in its infancy.

Bill Fletcher held various Product Management and technology leadership roles in medical instrumentation throughout much of the 1980. This experience refined his customer relationship, product development lifecycle and project management skills. These skills allow him to rapidly implement technology solutions on schedule, within budget and with a high degree of quality.

Bill Fletcher holds numerous technology related certifications he is member of the Project Management Institute (PMI). Bill Fletcher is also a graduate of Malcolm Baldrige Quality Leadership, Xerox Sales Training, Philip Crosby Quality Leadership and Creative Energy's Total Leadership Connection for Executive Management.
